There is a proposal for a national draft for all persons age 18 to 42. They get to choose whether you do military or civilian service.
It's on Rense.com, but you can also independently verify it by going to THOMAS and putting in HR 4752 and searching for bill number.
While the idea of everyone doing public service isn't a bad one, it needs a lot more discussion than a bill sneaked in the back door when no one was paying attention, especially when they are crying for more troops in Iraq.
EDIT: Please read the additional comments on this post, there's a bit more additional info that might be of use. The bill is not likely to pass, apparently Rangel submits one like this every year, and this year there isn't even a sponsor. Still, that something that important could just pass by without a mention is kind of worrisome, no matter how unlikely its chances of success.
